A Roadmap for Building World-Class Universities in Vietnam
30/10/2025
On 24 October 2025, the National Scientific Conference titled “Modernizing and Elevating Vietnam’s Higher Education System: Creating Breakthroughs in Developing High-Level Human Resources and Talent, and Advancing Research and Innovation” took place at Vietnam National University – Ho Chi Minh City. The event was jointly organized by the Propaganda and Mass Mobilization Commission, the Party Committee of the Ministry of Education and Training, and Vietnam National University – Ho Chi Minh City.
Professor Tuan Q. PHAN, Chief of The Representative Office of The University of Hong Kong in Vietnam, together with numerous experts from leading universities and international institutions, attended the conference and contributed practical insights and impactful recommendations.
Prof. PHAN proposed the “Premier Academic Zone” – A Roadmap for Building World-Class Universities in Vietnam. He emphasized that Vietnam urgently needs a leading higher education cluster that receives focused investment, aligns with national strategic priorities, enjoys strong institutional autonomy, and deeply integrates into the global knowledge ecosystem – thereby becoming a true engine of national development in the new era.
Prof. PHAN highlighted three key messages at the conference:
1. Universities – One of the Highest-Return Investments
Global evidence demonstrates that both public and private investments in higher education generate significant socio-economic benefits, often equivalent to 20–60% in annual social returns, surpassing many other forms of public investment.
In the United States, the Morrill Land-Grant Acts of 1862, 1890, and 1994 laid the foundation for 111 public and private universities – including MIT, Cornell, the University of California system, and Purdue – which have played a pivotal role in driving advancements in engineering, agriculture, and industrial development. Their long-term impact is reflected in higher labor productivity, continuous technological innovation, and broad knowledge diffusion across society.
A similar strategic transformation has unfolded across Asia. China’s Project 211, Project 985, and the Double First-Class Initiative have rapidly elevated selected universities into national research leaders with global ambitions. Simultaneously, international cooperation models – such as the Singapore-MIT Alliance for Research and Technology (SMART) – have demonstrated the effectiveness of combining state investment with the expertise of world-leading universities to strengthen R&D capacity and technology commercialization.
2. The University Revolution Is Accelerating in Asia
Over the past decades, Asia has witnessed a rapid transformation in higher education with the simultaneous rise in quality and quantity of institutions. Key drivers include:
- Strong and strategic public investment – governments channeling funding and preferential policies into flagship universities and global-standard research centers.
- A new university model – universities serving not only as teaching institutions but also as innovation engines, incubators for spin-off enterprises, and bridges connecting research, industry, and government.
- A young and abundant talent pool – large cohorts of students and researchers powering national innovation ecosystems.
- Supportive cultural values – societal emphasis on learning, academic excellence, and globally recognized qualifications, encouraging long-term educational investment.
3. Premier Academic Zone – Vietnam’s Pathway Toward World-Class Excellence
- Public universities maximize social returns: Public universities should be recognized as a strategic investment tool with the highest social value – essential for generating knowledge, advancing science and technology, nurturing high-level professionals, and addressing national development priorities.
- Focused missions with clear objectives
– Specializing in priority fields: Target high-impact areas such as green technology, clean energy, national security, and artificial intelligence.
– Establishing mission-driven research centers serving the government: Provide policy advisory expertise and deploy research outcomes into real-world applications.
- Universities must go beyond education and information dissemination
– AI is commoditizing information – therefore, the university’s distinction must lie in creativity, critical thinking, and interdisciplinary problem-solving.
– Interdisciplinary & socially relevant education – programs that integrate multiple fields and emphasize experiential learning to sustain adaptability in a fast-changing world.
- Global thought leadership through research
– Attracting and retaining top talent through competitive academic environments, funding, and career development.
– Building a superior research ecosystem – laboratories, open data platforms, AI infrastructure, and strong innovation incentives.
– Developing young scholars with clear pathways to become the scientific leaders who drive long-term breakthroughs.
- Open & deep international collaboration
– Government-supported partnerships with leading global institutions, supported by investments and clearly defined research missions.
– Strategic academic alliances to jointly advance scientific discovery, co-publish research, and commercialize technology.
- A holistic governmental approach
– Cross-agency and multi-level coordination to harmonize objectives and optimize resources.
– Meritocratic governance in talent recruitment, evaluation, and incentives.
– High autonomy for universities in academic, financial, and personnel management to encourage innovation and accountability.
– Government-led strategic projects – following successful models such as collaborative initiatives between MIT and the U.S. Department of Defense that have produced transformative national technologies.
The conference concluded with a high-level dialogue between leaders of the Central Commission for Propaganda and Education, the Ministry of Education and Training, and Vietnam National University – Ho Chi Minh City, reaffirming their shared commitment to fostering international collaboration and building world-class universities in Vietnam.
